BLOCS, the state of Pennsylvania’s leading provider of scholarships for PreK-12th grade students, today announced early results from the Economically Disadvantaged Schools (EDS) Program report. Initial data shows BLOCS will increase scholarships to more than 40,000 up from 33,000 last year. This broad base of impact is significant – and is due to the structure of the program equally providing scholarship support to all qualifying students.
To promote transparency, BLOCS has launched a new user-friendly portal for students, parents, schools and donors to access information on EDS and what the impact could mean. In the 2025-26 school year, qualifying K-8 students received $1,500 in scholarship each from EDS and high school students received $3,000 in scholarship each. “These results demonstrate the meaningful impact the EDS Program has on families seeking high-quality education for their children,” said Rob Delany, CEO of BLOCS. “By providing increased scholarship funds for students we’re helping more families access schools that align with their aspirations and values. This progress embodies the BLOCS mission – to empower schools to shape futures through transformative support—building lasting opportunities for education and lifelong success.”
BLOCS is the sole administrator of the EDS Program, which offers tax-credit-supported scholarships to students in economically disadvantaged communities across the state. With no cap on corporate donor participation and ongoing commitment from BLOCS donors have expanded opportunities to support students’ educational pathways.
Background on the EDS Program:
- The Economically Disadvantaged Schools Program (EDS) is administered by BLOCS, serving participating schools throughout Pennsylvania.
- The program expands access to high-quality educational options for students across the entire Commonwealth of Pennsylvania by leveraging Pennsylvania tax credits to fund scholarships.
- EDS helps bridge gaps for families seeking transformative educational opportunities and supports schools in delivering strong outcomes for students.
BLOCS is the scholarship organization dedicated to raising need-based scholarships through the Pennsylvania Educational Improvement Tax Credit (EITC) program. As an independent charitable organization BLOCS provides access to high-quality, value-based education for children ages Pre-K through 12th grade across the Commonwealth of Pennsylvania. Through the generosity of its donors, BLOCS partners with over 500 schools to provide over 40,000 need-based scholarships. More can be found at www.blocs.org.
